Its work led to the Dillon and Kennedy Rounds. Committee III addressed measures that would improve the position of the developing countries in the international trading system. A mark of its influence on the operation of the General Agreement was the addition of Part IV in I 964. Committee II was directed to study 'problems arising out of the widespread use of non-tariff measures for the protection of agriculture, or in support of the maintenance of incomes of agricultural producers' (BISD 7S/28).

Thereafter, the Executive used both Section 22 of the Agricultural Adjustment Act and Section I 04 of the Defense Production Act to impose quantitative import restrictions on a range of agricultural products in response to demands for restrictive action voiced by farm groups and Congress. The protests of the dairy product exporting countries were immediate and vigorous, and sustained over the next three years. 2 The United States was charged with being in violation of its legal obligations, and did not deny it.

First and foremost, they established the links between national farm programmes and the conditions of international agricultural trade. This pointed to the conclusion that, if lasting and fundamental improvements were to be made, countries would have to negotiate about their domestic policies for agriculture as opposed to negotiating about the frontier measures that accompanied the internal programmes, or about attenuating their external effects as reflected in market shares, which was all that had been done under the GATT to that point.
